Douglas Baxter is a highly qualified civil/structural engineer with over 40 years international experience. In 1971, on returning from 10 years working overseas in Africa and the Middle East, he established the Ove Arup & Partners practice in Waterford, which involved him in the application of a comprehensive range of engineering disciplines as well as the responsibility of managing this independent office. He became a director of Arup in 1979 and was involved in the design and construction of many major building and civil engineering projects in the South East Region of Ireland. Between 1978 and 1989 he was also director in charge of two studies financed by the EU for infrastructural development in Benin and in Liberia.
In October 1989 he took over the Waterford office and staff of Arup and commenced his own practice. This practice has continued to carry out a wide range of structural and civil engineering projects mainly in the South East Region until 1st July 2003 when it was absorbed into the practice of Thomas Garland & Partners.
